Section 27. Competitive Bidding. - A mode of procurement which is open to participation by any eligible bidder and which consists of the following processes: (a) Publication;

(b) Pre-bid conference; (c) Eligibility screening of prospective bidders; (d) Receipt and opening of bids (e) Evaluation of bids;

(f) Post-qualification; and (g) Award of contract. Notwithstanding the applicability of the other modes of procurement defined therein, the Procuring Entity may adopt competitive bidding in its procurement activity.
