Migrant Workers and Overseas Filipinos Act
Section 3. Effect on Failure to Report. Any officer of the government who has the legal duty to report, yet fails to submit the aforesaid Report to Congress, without justifiable cause, shall be subject to an administrative penalty of dismissal from the service with disqualification to hold any appointive public officer for five (5) years.
